In conjunction with I-Cube SUMMARY The ability to simply and quickly determine via
a web site or DVR where a vehicle currently is or was last seen has
major benefits compared to traditional manual methods. License Plate Recognition enables the linking of the
following to the license plate: -
Condition of the vehicle (images captured from
existing CCTV cameras on the digital recorder and made available by
searching on vehicle license plate; -
Driver (images captured from a CCTV camera
appropriately placed to capture the driver, where the driver can be
identified with facial software); -
Time the vehicle spent on the road, in the
dispatch / airport or being repaired; -
Just in Time delivery of the vehicles, where a
vehicle leaving despatch is immediately registered as being available
and can immediately be allocated to a waiting customer The above benefits cannot be achieved
without a high level of LPR accuracy hence the ability to achieve at
least a 99.5% accuracy is crucial. A number of possible solutions exist to
optimise both the utilisation of LPR by AVIS, and exceed the 99.5%
accuracy required. These include: -

Description of Requirement
The
requirement, as stated, is for a range of options to enhance the
operation of the currently installed LPR system at AVIS.
A number of possible solutions exist to optimise both the
utilisation of LPR by AVIS, and exceed the 99.5% accuracy required. These

Distributed Data via PPV (Pay Per Vehicle), where with an accuracy of
99.5% there is a charge to AVIS of 3c per vehicle for the upgraded and
maintained LPR system. If
the accuracy falls below 99.5% AVIS is paid a preset penalty of R1
500.00 per hour the system is below 99.5%.
Conclusion
INTERVID proposes a number of possible solutions
to the current poor performance of the LPR system installed at AVIS,
at an extremely reasonable cost per transaction of 3c. INTERVID proposes to supply, install and

license plate recognition linked to biometric facial identification

provided as a tool to verify entry and possibly identify an unknown
person if they appear in the database.

JOHANNESBURG
The Johannesburg metro police department (JMPD) wants to raise the payment levels of traffic fines from an average of 33 percent to 60 percent within the next few years, The Star reported on Wednesday. Measures include establishing a special squad to trace the top 100 offenders. "We will be visiting them undercover in their offices to nab them if necessary," said JMPD director Gerrie Gernecke. Another step is that motorists are now receiving fines with photographs of the vehicles involved attached to the offence notice. New online system As a third step, the JMPD has introduced a new online system of paying fines called Payfine, whereby motorists can log in and view all the fines they have and make direct payments.
Another innovative step is automatic number-plate-recognition machines at roadblocks. From now on, motorists who have outstanding fines, those driving "cloned" vehicles or those with stagnant fines, or fines with false addresses, will be identified, Gernecke said. Three machines are currently operational at roadblocks, with another three coming within the next few months. No pay equals arrest Gernecke said motorists would be able to settle all their fines at the roadblocks through debit or credit cards, or in cash. If they have no money on them, they will be arrested. He said all the paperwork was being done on site at the roadblock, including the issuing of the warrants of arrest. A clerk of the court was due to be present at the roadblocks. Gernecke said the SMS system introduced last year, whereby motorists paid R5 a month to be advised of traffic fines, had been discontinued from 13 June.
