CONGESTION FEES-IBILITY PLANS SOUGHT

August 29, 2007 -- Having already wrestled with the political obstacles to implementing congestion pricing, the city yesterday turned its attention to overcoming the practical ones.
The city is asking technology companies to submit detailed proposals for making the $8 charge for entering Manhattan south of 86th Street a reality.
These expressions of interest, due in October, will then be used to put the massive project out to bid, city officials said.
Congestion-pricing systems similar to the one Mayor Bloomberg envisions have been installed in London and Singapore, but doing it here presents some unique challenges.
City officials want to find a way to install all of this new hardware at 340 locations without creating a major eyesore.
The city also wants to know how best to accurately collect and process the fees and how to pursue violators without mistakenly fining innocent drivers.
The system will likely combine the EZ-Pass system with some kind of license plate recognition, but it is unclear how to coordinate the payments across multiple agencies and thwart cheaters.
"It is anticipated that motorists could be testing the system by obscuring license plates and driving in patterns designed to avoid recognition," the city said in its request.
