Business Day (Johannesburg) 8 August 2007 Chris Van Gass Cape Town has introduced a dedicated bus and taxi lane to speed up early morning commuter traffic along the N2 from densely populated residential areas, past the airport into the city. Transport MEC Marius Fransman yesterday officially opened the R65m project, the first phase to improve the traffic flow along the N2 into the city. The next phase will be a project to remove blockages facing traffic as it moves through "hospital bend", past the Groote Schuur hospital, at a cost of R125m.
He said the 11km bus and taxi lane was a radical intervention by the transport department, with assistance from the city, an intervention forced by the "growing spectre of traffic congestion". Fransman warned yesterday that private vehicles using the dedicated lane earmarked only for buses and minibus taxis would face R500 fines. He said a previous attempt in 1995 to enforce the dedicated lane had misfired because the necessary technology and law enforcement mechanisms had not been in place. Fransman said that this was not the case now and that two years of negotiations between the government, the council and enforcement agencies had resulted in the deployment of a number of television cameras. Enforcement officials based at the traffic nerve centre in Goodwood would make use of hi-tech automatic number plate recognition cameras to offer a "foolproof" way of identifying the drivers of private vehicles driving in the lane illegally. From today, motorists using the lane illegally would be sent a fine in the post.
Fransman warned that if the authorities became aware of repeat offenders, he would not hesitate to use stronger measures, including the possibility of confiscating vehicles. More than a million people used Cape Town's roads during the morning peak period. This particular stretch of road carried more than 30000 commuters daily, about 18000 travelling in 900 public transport vehicles and 12500 in 7500 private vehicles. Fransman called for a change in mind-set both from drivers of private vehicles, and taxi and bus drivers who would now have a stretch of road for their exclusive use. It was estimated that the new lane would cut commuter times for those using public transport by 30 minutes. Capetonians who continued to use private vehicles in the remaining two lanes would add between 10 and 15 minutes to their journeys.

PRICE 1.1
All prices must include Value Added Tax. The rate of Value Added Tax used
must be stated on the Form of Tender. 1.2 All invoices submitted by the Contractor must be Tax Invoices and show the value of the supply, the amount of tax charged and the consideration for the supply. 1.3 Any form of levy or charge such as customs duty, excise duty and import surcharge must be included in the tender(s). 1.4 Notwithstanding the provisions of Clause 1.3, any anti-dumping and/or Counter-vailing duties imposed by the Department of Trade and Industry will be for the account of the Contractor and must not be included in the tender price(s). Failure to comply with this requirement may render the tender liable to rejection. Should it subsequently be proved to the Council’s satisfaction that such duty was nonetheless included in a successful tenderer’s price(s) the Council reserves the right to recover the amount from the Contractor directly, or by way of deductions from any monies due to him, or any other method selected by the Council. 1.5 All price(s) must be nett with all discounts and settlement discount already deducted. 1.6 Price(s) must include cost of supply, delivery, off-loading and installation. 1.7 Price(s) must include cost of all insurance, services, labour, equipment, materials etc. and without any extra or additional charges to the Council whatsoever. 2. PERIOD OF CONTRACT 2.1 Orders will be issued during a period of 3 years, commencing on date of notification of acceptance of letter of award. 2.2 The tenderer must state on the Form of Tender the earliest date of which they can commence cleaning operations. 3.

Should the tenderer be classified as a disabled person and suffers from a
disability, meaning that the person suffers from a permanent impairment of a
physical, intellectual or sensory function, which results in restricted, or lack
of, ability to perform an activity in the manner or within the range, considered
normal for a human being, he/she should state the nature of the disability in
the tender document. 6. IMPROPER LOBBYING 6.1 In terms of the proceedings of the GJMC Executive Committee meeting held on Tuesday, 16 November 1999, it was resolved that all tenders should include the following clause: “Any prospective Tenderer who is found to have lobbied an official or Councillor in respect of tender application including any other business with the Council will face the following charges: ·

RED-LIGHT and SPEED law enforcement system for a thirty six month contract
period 1.
BACKGROUND The City of Johannesburg intends appointing experienced service providers in respect of the provision of traffic law enforcement equipment, back-office systems and related services. The operation will encompass speed and red-light enforcement at fixed sites as well as speed enforcement at mobile sites. The number of sites to be installed will be at the discretion of the City of Johannesburg in conjunction with the successful bidders. The selected suppliers will provide fully functional equipment for the duration of a thirty six-month Contract for the system supplied. At fixed sites, combined red-light and speed enforcement or speed enforcement alone will be required. At mobile sites speed enforcement will be required. Furthermore a tracking and tracing system shall be provided to allow the implementation of smart roadblocks using automatic number plate comparison between passing vehicles and a red-listed database of registrations at speeds of up to 60km per hour. In addition a full
back-office service will be required to be provided. This will span from the
capture of infringement through to the serving of summonses and support for all

preferably directed in a written format where possible. 2.
PRINCIPAL USER REQUIREMENTS The principal user requirements are listed below and apply to both mobile and fixed site equipment unless otherwise stated: i)
The traffic surveillance and law enforcement system shall, as a minimum,
be compliant with SABS 1795, including Part 5, "Data capturing and
recording devices for road traffic law enforcement equipment",
certification of compliance shall be provided with the tender, failure to do so
shall result in the disqualification of the tender, ii) The fixed traffic surveillance and law enforcement system shall provide multiple lane, [four lanes per camera at fixed sites only] and speed enforcement, as required, iii) The traffic surveillance and law enforcement system shall provide full colour image[s] of the offence providing a wide-angled picture of the context of the offence as well as showing the details of the offending vehicle. (One image will be printed in colour on the notification of intended prosecution). iv) The traffic surveillance and law enforcement system shall provide for on-site storage of evidence using a WORM drive, and provide a minimum storage of 10 000 full
colour digital images for each view of the offence, v) The evidence produced by the traffic surveillance and law enforcement system shall be tamper detectable, and encryption of the stored imagery shall use a recognized 128 bit encryption algorithm, -3- TECHNICAL
SPECIFICATIONS (contd.) vi) The traffic surveillance and law enforcement system shall provide a fully integrated and automated "end to end" system for the prosecution of speed and red-light offences. vii) The traffic surveillance and law enforcement system shall provide for the automatic recognition of vehicle registrations [number plates], viii) The traffic surveillance and law enforcement system shall provide a passive [infra-red] and/or active illumination for enhanced night-time operation. ix) The traffic surveillance and law enforcement system shall provide a data base mechanism to input "red listed vehicles", which would include stolen vehicles and vehicles with associated outstanding summonses/warrants, and to automatically identify and notify system operators of the identification of such a vehicle using an audible tone and message alert, x) The appointed Contractor’s shall supply the City of Johannesburg with evidence of each offence in full compliance with SABS 1795 and the National Prosecuting Guidelines as issued by the National Department of Transport Technical Committee for Standards and Procedures, in digital form with all required infringement information (Including amendments during contract period). xi) The mobile field equipment must automatically record and store the total vehicles checked, number of infringements, duration of operation, highest speed and average speed, and output this to an integrated management information system. xii) The mobile traffic surveillance and law enforcement system shall allow the uploading of offences via a LAN connection xiii)
A wireless real time down load option is recommended for the fixed site
applications and must be costed as an option xiv) The service offered shall include the supply and maintenance of appropriate transport components for mobile operations as part of the service supplied by the prospective service provider. -4- TECHNICAL
SPECIFICATIONS (contd.) xv) The back-office system shall be of such nature that prosecution data can be readily made available to other instances and organizations like commercial banks, web sites, South African Post Office and any other mechanisms in order to open up enquiry- and payment channels to the general public and render on-line road side assistance and support to JMPD staff. The back-office system must also conform to acceptable processing speeds and must have the capacity to handle up to 200,000 camera prosecutions per month. xvi) The back-office system shall have a capture, verification, and adjudication, tracing, printing and reporting capability. The reports shall include graphical outputs. xvii) The back-office system shall “force” the completion of the verification of the offence and owner details as well as the specific adjudication of each individual offence by an authorized member of Johannesburg Metro Police Department. The system shall be capable of identifying the authorized member of Johannesburg Metro Police Department responsible for the final adjudication of the offence. xviii) The back-office system shall have an integrated system for the storage of infringement photographs in the form of meta-data elements attached to individual infringements. The system shall be fully integrated. xix) The back-office system shall be capable of processing the following types of infringements: o Digitized wet-film infringements o Existing fixed site digital red-light and speed enforcement cameras used by the City of Johannesburg o Imagery supporting manually captured Section 341 static offences xx) The back-office system shall have a personnel management system incorporated, providing output of manpower utilization and efficiencies. xxi) The back-office system shall allow for the batch printing of all notices and other documents and reports on a day-to-day basis. All these production processed must be fully automated, eliminating the need for users to physically request the production (printing) of any notices, documents or production reports. And a fully automated interface to download information directly from NaTIS must be provided once a Service Level Agreement is signed with the National Department of Transport. -5- TECHNICAL
SPECIFICATIONS (contd.) xxii) The back-office system shall have the capability to automatically report on a selectable time-period the number of infringements per site, the number of vehicles checked, and the number of hours [mobile] enforcement undertaken. The development of a Street Coding Plan will be a necessity in order to streamline the processing system. xxiii) An integrated back-office Internet infringement viewing system shall be provided. xxiv) The back-office system shall have a fully integrated fine payment management system, in accordance with Department of Justice's current guidelines. xxv) The system shall provide a court-support module, outputting court rolls and providing a mechanism to capture court results. xxvi) The back-office system shall have a detailed audit function, recording all activity for each infringement. Each event on the system shall be stored on an audit log, and include, time/date, user and activity details, including specific details (before- and after look) of each data element that was changed/updated by any user- or system transaction. xxvii) It is recommended that the back-office system shall have an integrated accident capture and reporting module. xxviii) The back-office system shall have a “thin client” reporting capability, allowing remote users to view specific management information and reports using an internet browser or other Graphical User Interface (GUI) package that is supplied as part and parcel of this proposal. xxix) The back-office system shall provide a task management module showing details of outstanding activities. xxx) The back-office system shall provide an integrated performance management module reporting on the time taken to process offences. xxxi)
The calibration requirements of the equipment and the ability to carry
out the calibration
exercises must be provided by the equipment supplier, i.e.
north, west, centre and south of the CoJ. -6- TECHNICAL
SPECIFICATIONS (contd.) xxxii) Handheld summons/ticket issuing machines or laptop computers will be provided to enforcement officers who conduct “manual” speed checks (where the offender is stopped and prosecuted). xxxiii) The appointed contractors would ensure that information signs with regard to speed prosecution by camera are erected and maintained as per the OperationalPlan issued by the Head : Operations as required by the Director Public Prosecutions. xxxiv)
Bidders must ensure that they are aware of the AARTO Act and the effect
it might have on the contract once it is awarded.
All tender proposals must be able to be adjusted to incorporate all AARTO
proposals and regulations at no additional cost and or penalties to the City of
Johannesburg.
A statement of compliance regarding the principal user requirements shall be completed. The tenderer shall also identify the additional features that can be provided by the proposed system or systems. 3.
Technical tender The technical tender shall comprise information contained in the user specifications requirements. Adjudication of the tender shall be in terms of the compliance with user specifications based on the statement of compliance, the statement of capability and the other features that can be provided by the system. Business tender 4.1
Financial offer to be based on cases processed (set service fee) The primary product supplied to the City of Johannesburg will be inclusive of : o the supply, installation, operation and maintenance of electronic traffic enforcement equipment as specified (including spare parts) o the supply, installation, operation and maintenance of computers and associated back office software as specified and otherwise indicated by the Contractor. Please note that the set service fee (SF) must include the option of a wireless real time downloading facility as well as an option for the “back office” provision, should the city want to lease or purchase the law enforcement equipment. o the processing of fines including the issuing of the associated traffic summonses, court administrative duties, and the tracking & tracing for the recovery of fines [including support staff] as indicated by the Contractor o all cost incurred for insuring equipment will be borne by the Contractor. -8- TECHNICAL

5.
Transaction Capacity Parameters Vendors must provide the following information on the processing capacity of their products as introduced in response to earlier sections of this tender: o Number of offences that can be handled during peak periods; o Response times for inquiries; o Length of time required for running updates and batches; o Period of running reports; o Length of time required for back-ups; o Capacity to run off-line; o Procedure, capacity and time required for batch verification and control; o Procedure, capacity and time required for Notice number verification. o Data must be readily available to service providers like commercial banks, web sites and the South African Post Office to enable all possible enquiry- and payment channels. o Data must be presented to management in an easy-to-use Graphical User Interface (GUI), including full-colour graphs and automated MS Excel interfaces. o Data capture transactions must be presented to the end-user in such a way as to maximize performance and the transaction rate per hour. o Response times for on-line transactions and enquiries must be at acceptable levels. o Processing times for batch processes and backups must be at acceptable levels. -9- TECHNICAL
SPECIFICATIONS (contd.) o System design must cater for fully automated data transfers to NaTIS, law enforcement cameras and service providers like commercial banks, SAPO, EasyPay and web sites. 6.
Administration Forms 1 to 4 shall be completed by the bidder in a format similar to that provided. Failure to do so shall result in the tender being disqualified. All features required by the system shall be commented on by the bidder and compliance must be clearly indicated. Failure to do so shall result in the bidder being disqualified. Only systems meeting all specific requirements will be considered suitable to the City specifications. The delivery instructions provided in the Tender Notice shall be strictly adhered to. Respondents are to keep to the logic and structure of the above format in furnishing the City of Johannesburg with their replies. Additional tables are allowed. All relevant information is to be kept together. 7.
Appointment of Contractors It must also be noted that the City of Johannesburg’s legal jurisdiction is divided into: Ř Randburg/ Sandton Ř Johannesburg Ř Soweto Ř Midrand Ř Roodepoort It
would be reasonable to accept that more than one service provider will be
appointed for the same service within the various areas of jurisdiction of the

SPECIFICATIONS (contd.) Please Note: Although
it might be argued that JMPD will have nothing to do with the back-office
operations of a service provider, there will be a large degree of overlapping
where JMPD personnel must perform functions in all systems e.g. payments,
representations, handling court rolls, etc.
It is important to remember that JMPD will still have to operate a system
for prosecutions instigated by their own personnel as well as by-law
contraventions. It
will undoubtedly be in the interest of JMPD to retain the CIPRUS system supplied
by Civitas as a back-office processing system for any contractor.
The CIPRUS system can be configured to cater for differentiated
processing of the legal jurisdiction areas.
This means that JMPD can award tenders to any number of service for the
supply of traffic surveillance and law enforcement equipment whilst all of them
utilize the CIPRUS system as their back-office processing engine. In
order to render a consistent service to the public and standard cost-effective
interfaces to service providers such as commercial banks, web sites, SAPO and
remote date access- and payment points and to standardize the administrative
tasks of JMPD personnel, the successful contractors shall utilize the CIPRUS
traffic management and administration system as a back-office system.
Should the CIPRUS system lack the capability to supply any of the
Principal User Requirements, the successful contractor shall liaise and
negotiate with Civitas Data Services (Pty) Ltd in order to ensure that such
capabilities be incorporated in the system 8.
Transfer of Skills The development of a fully integrated, performance based back office is vitally important to ensure that no “backlog” is developed and that all prosecutions will fall within the 30-day prosecution period. It will be expected of the successful bidders to indicate by means of an action plan on how these skills will be transferred after a period of two years to the existing Johannesburg Metro Police Department Prosecution Processing team that will be responsible for all “other” capturing of prosecutions within the City of Johannesburg. 9.
Proof of Concepts and Pilot Projects Given
the complexity of the stated business requirements, the first round of tender
adjudication will result in a short-listing of preferred bidders. Only service
providers who provide documented proof of substantial experience and who can
provide a system that meets all the described user requirements will be
considered. These bidders may be invited to study the impact upon their business
proposals of a Competency Based Performance Management [CPM] intervention into
the business processes underlying the registering and processing of offences
within the Johannesburg Metro Police Department.

the short listed contractors will also be invited to design and demonstrate a
proof of concept of their proposed technology solutions, to be independently
tested by the Johannesburg Metro Police Department. The capability of the option
of capturing data, wireless in real time would be specifically tested during the
pilot project. Permission will also
be obtained from the Director Public Prosecutions on the approval of the various
apparatus. The practical utility of these technologies will be piloted in real
life circumstances by the City of Johannesburg for a period of at least 30-days.
Relevant information about these processes will be communicated to the
short listed bidders. 10.
Ownership of Equipment After 3 years Bidders must
indicate in detail as to how equipment, including all hardware and software will
be disposed off after the contract of 3 years. 11.
Evaluation of the tender submission The bidder must score at least 20 points in regard with the detailed requirements of the principal user to qualify for further adjudication. The
Service Provider shall not contact the CoJ or any matter relating to their
submission from the time of the opening thereof to the time notice is received
as to their department. If a
Service Provider wishes to bring additional information to the notice of the CoJ
it should do so in writing at the address indicated above.
Any effort by a Service Provider to influence the CoJ in the evaluation

The
tendered payment schedule is set-out below in the required format, based on prosecutable
infringements processed through the system. All non-prosecutable infringements
will be excluded.

Infringements
that are withdrawn by the Prosecutor for any reason other than technical, shall
be deemed to have been paid. All
service fees exclude any VAT payable, applicable to a 3-year contract term,
pro-rata for rates in between. The payment of the bonus, or deduction of the
penalty, will be calculated on an overall average of payment received in
