Research begins on anti-terror systemsAustralian researchers have begun developing cutting-edge surveillance systems for public transport - capable of recognising suspicious behaviour to combat terrorism and crime. Curtin University of Technology and the DTI Group, both located in Perth, have joined forces in a $1 million, three-year project aimed at creating next-generation surveillance for public transport services both in Australia and internationally. Funding for the project has been provided by the federal government under the National Research Priority of safeguarding Australia against crime and terrorism. Face recognition technology, an ability to detect unattended objects and ways to recognise patterns of behaviour not typical for public transport users are all being examined. Curtin's Pro Vice-Chancellor of Research and Development, Barney Glover, said there was an pressing need for more sophisticated public security technology. "We all know what is happening right around the world at the moment and closed circuit television (CCTV) and surveillance is becoming an absolutely critical issue," Professor Glover said.

"It is one thing to use CCTV technology after an event. What is important about the future is to be able to use that technology more pre-emptively - prior to an event occurring - and to be able to stop an event occurring. "That's a very, very difficult problem but surely that is where we want to see surveillance moving." Neil Goodey is the managing director of DTI, which has recently secured major contracts to develop and implement surveillance systems for the London, Manchester, Birmingham and Perth transport authorities. "Video surveillance provides vast amounts of data. The real value comes from being able to analyse that information intelligently so as to pre-empt unwanted behaviour," Mr Goodey said. "Whereas current systems record events for later review, the pre-emptive system will apply new behavioural recognition software to identify irregular or suspicious situations before a security threat can occur. "Authorities will be better able to anticipate and prevent terrorist activities, vandalism and other anti-social behaviour on buses and trains." Prof Glover said Curtin researchers had already developed ways of checking all cameras were operational and correctly focused throughout a surveillance network - a previously time-consuming and difficult process. They were also hoping to incorporate sophisticated face-recognition technology into the surveillance systems, and build in a trigger that is activated when objects are left unattended. "To be able to detect abnormal behaviour of people on a bus or a train and to be able to alert authorities that it is going on, this is not just for counter-terrorism. There are also significant applications just for asset protection," Prof Glover said. "For example people who are going to graffiti on a bus behave in a certain way ... they don't behave in a way that is typical of your average passenger on a bus."
