1 Introduction The following
proposal is for the supply of an advanced License Plate Recognition
(LPR) system for recognition and automatic manual control of passing
cars, based on Hi-Tech Solution’s SeeLane LPR system and application. SeeLane system is a PC-Based access-control and parking system, which includes both hardware and software. This system is based on the SeeCarDLL Vehicle License Plate Recognition (LPR) software, the SeeLane Windows application software management program, and the SeeCarHead camera/illumination unit. Each SeeLane station includes camera/illumination units that automatically read the vehicle license plate on incoming and outgoing vehicles. This sophisticated image processing system tracks the vehicle’s license plate, identifies the number, and records it as a data string. The system stores the data together with the image of the license plate and the vehicle. Thus, the system can provide specially formatted reports together with recorded photographed images of each passing vehicle and its license plate. Hi-Tech Solutions, one of the world leaders in Optical Character Recognition (OCR) technologies, has developed and commercialized this special multi-lane LPR system - “SeeLane” – for security, and border control, access control and parking lot applications. I-Cube, via Hi-Tech Solutions, has already supplied hundreds of LPR units worldwide, in such countries as USA, Mexico, Argentina, Brazil, Colombia, Spain, Hungary, South Africa, China, Korea, Singapore, and Holland. System Description SeeLane is a sophisticated image processing
system that tracks the cars’ plates, reads and identifies their
numbers. The identified number is displayed on the system display, and
can be transferred to an external computer (with RS232 line) via a DDE
message. The image file can also be saved on disk. This proposal is for the supply of 1 SeeLane TWO Lane Stereo systems. The system will be located in an entry and exit gate of a courier company to read and identifies the car’s plates of all cars that enter and exit from this parking. 3.

Traffic tickets nearly double

The Police Department has been very busy this past year. According to an e-mail written by Deputy Chief Greg O'Dell, the patrol division has just about doubled the total traffic tickets it wrote in the just completed fiscal year. The total number of tickets went from 9,967 to 19,080. But it's not just writing tickets. The police also have increased the number of traffic stop warnings, in which people are pulled over but not ticketed, from 3,667 to 5,308. Police also saw an increase of 58 percent in total code violations from 899 to 1,420. Code violations are misdemeanors such as disorderly conduct. Also felony arrests jumped 43 percent from 899 to 1,420. The statistics are based on the police patrol division, and don't include the smaller "special services'' traffic division, which has the sole job of traffic enforcement. O'Dell said the effort was not about generating more revenue for the city. "It's just not tickets. It's arrests,'' O'Dell said. "Ann Arbor police officers are working hard.'' The Speed Trap Exchange Web site (www.speedtrap.org/) ranks the Detroit suburbs as the No. 1 place for speed traps in the country. A Web site spokesman said Ann Arbor is a big reason why. That ranking is unscientific and based only on complaints logged onto the Web site. "Be aware, when you're driving in Ann Arbor, consider the entire city a speed trap'' one poster to the Web site wrote. Mayor John Hieftje said speeding is the top complaint he hears from neighborhoods. Dan Madej of Ann Arbor said the sharp increase in traffic tickets was "alarming,'' but said it was hard to jump to a conclusion just based on the numbers. "Either people have gotten really stupid or they (police) are being more vigilant, or they are trying to draw up more money, I don't know,'' he said. "A 91 percent increase is a huge increase. Is it a combination of things? I'd like to think it is just they are trying to get the word out to people. ... People are doing stupid enough stuff out there.'' Bebe Larson of Ann Arbor says she's seen the police out looking for speeders. She said a year ago, she got two tickets herself within a week and almost got a third. "It took two tickets for me to learn my lesson,'' she said. "They are definitely out there. They are pulling people over because people do speed.'' Hieftje said he was "thrilled'' with the increase in felony arrests. "If you do crime in Ann Arbor, you are going to do the time,'' Hieftje said. |
